Turkiye KOBi'lerinde Yapay Zeka Olgunluk Endeksi: Karma Yontem Arastirmasi

Bu calisma, Turkiye'deki Kucuk ve Orta Buyuklukteki Isletmelerin (KOBi) yapay zeka (AI) kullanim durumlarini ve olgunluk seviyelerini kapsamli bir sekilde incelemeyi amaclamaktadir. Nisan-Kasım 2025 doneminde gerceklestirilen arastirma, karma yontem tasarimi kullanarak 490 firmadan (1.414 katilimci) veri toplamistir.
Calismada gelistirilen AI Olgunluk ve Operasyonellestirme Endeksi (AI-MOI), firmalarin AI olgunluğunu sektor affinitesi (%25), kullanim yogunlugu (%40) ve sistemlesme duzeyi (%35) olmak uzere uc temel bilesen uzerinden 0-100 arasi bir skor ile olcmektedir.
Arastirma sonuclari, KOBi'lerin %8.6'sinin (42/490) AI kullandigini ortaya koymaktadir. Ortalama AI-MOI skoru 14.03/100 ile dusuk kalmaktadir. Firmalarin %71.2'si "Gozlemci", %26.7'si "Farkinda Degil" ve %2.0'si "Deneyci" seviyesinde bulunmaktadir.
Sektorel analizde Bilgi ve Iletisim sektoru (%45.0 kullanim) diger sektorlerden belirgin sekilde ayrilmaktadir. ANOVA sonuclari sektorler arasi AI-MOI farkinin istatistiksel olarak anlamli oldugunu gostermektedir (F=215.188, p<0.001). AI adopsiyon engellerinde uzmanlik/yetkinlik eksikligi (%30.6, 150 firma) maliyet/butce kisitini (%26.5, 130 firma) gecerek birinci siraya yerlesmistir.
K-means kumeleme analizi, firmalari Olcek Avantajli (%9.3), Dijital & IT Guclu (%37.7), Geleneksel (%27.6) ve Sektor Yatkin (%25.3) olmak uzere dort kumeye ayirmistir.
Bu bulgular, Turkiye KOBi'lerinde AI kullaniminin henuz erken asamada oldugunu ve olgunluk seviyesinin dusuk kaldigini gostermektedir. Politika yapicilarin maliyet tesviklerinden once egitim ve farkindalik programlarina odaklanmasi onerilmektedir.

AI Maturity Index in Turkish SMEs: A Mixed-Methods Study

This study aims to comprehensively examine the artificial intelligence (AI) adoption status and maturity levels of Small and Medium-sized Enterprises (SMEs) in Turkey. The research, conducted between April and November 2025, collected data from 490 firms (1,414 participants) using a mixed-methods design.
The AI Maturity and Operationalization Index (AI-MOI) developed in this study measures firms' AI maturity on a 0-100 scale based on three core components: sector affinity (25%), usage intensity (40%), and systemization level (35%).
Research findings reveal that 8.6% of SMEs (42/490) use AI tools. This rate is below the EU average (20.0%, Eurostat 2025). The average AI-MOI score remains low at 14.03/100. Most firms remain at "Observer" level (71.2%), with 26.7% at "Unaware" and 2.0% at "Experimenter" level.
Sectoral analysis reveals that the Information & Communication sector (45.0% usage) significantly diverges from other sectors. ANOVA results confirm these differences are statistically significant (F=215.188, p<0.001). Among AI adoption barriers, lack of expertise (30.6%, 150 firms) surpassed cost/budget constraints (26.5%, 130 firms) to rank first.
K-means cluster analysis categorized firms into four clusters: Scale-Advantaged (9.3%), Digital & IT Strong (37.7%), Traditional (27.6%), and Sector-Advantaged (25.3%).
These findings indicate that AI adoption among Turkish SMEs is still at an early stage with low maturity levels. Policymakers are recommended to prioritize education and awareness programs over cost incentives.
